Chapter 102 Programs
(Erosion and Sediment Control)
The Conservation District administers the Pennsylvania Chapter 102 Erosion and Sediment Control Program, which regulates earth disturbance activities to prevent soil erosion and sediment pollution.
If you are planning construction, land development, or any activity that disturbs soil, you may need an approved plan or permit.
Who Needs a Plan?
A Chapter 102 plan is required for:

Construction projects

Grading and excavation
-
Agricultural plowing/tilling (in certain cases)
-
Any activity disturbing 5,000 square feet or more

Types of Permits and Plans
E&S Plans
Required for most earth disturbance activities to control runoff and prevent sediment from leaving the site.

Required for projects disturbing 1 acre or more.
